Associate Project Manager - $54,801-$69,870 Essential duties and responsibilities include: Reviews project plans and resolves project conflicts; prepares appropriate design plan and specifications comments and works with a design consultant to ensure corrections and resolutions to comments are achieved. Prepares cost estimates, and negotiates contracts, contract amendments, and change orders. Provides coordination between City, consultants, and contractors. Researches and creates project planning documents during the project initiation phase. Conducts quality assurance observations on projects, and meets with construction management and inspection staff to review plans and construction in the field to ensure the project design is built to City standards. Reviews construction documents including design plans and specifications with end user and building departments to ensure the product will meet requirements and ensure compliance with City codes, regulations, and ordinances. Administers contracts and monitors project progress. Reviews and recommends payment of contractor's and consultant's invoices. Participates in design meetings, Pre-Bids, Bid Openings, and Pre-Construction meetings. Processes Requests for Information and sends Requests for Cost Proposal as needed. Coordinates and communicates with citizens, developers, consultants, and other governmental agencies. Conducts project Open House meetings to ensure citizen engagement and project communication on projects. Coordinates with Public Utility Companies (Electrical, Gas, Fiber optic, Cable, etc.) to ensure private franchise utilities complete relocation plans and physical relocation on time and in advance of the project construction. Performs all other related duties as assigned. Qualifications and Skill Requirements: Formal Education: Bachelor's degree from an accredited college or institution in Engineering, Architecture, Construction Management, or a related field. Relatable Work Experience: Two (2) years of related experience. License or Certification: Valid driver's license with an acceptable driving record (must be able to obtain a TX driver's license within 90 days). Preferred Qualifications: Municipal civil engineering or architectural experience. Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification. Engineer in Training or Professional Engineer. Knowledge of electrical or mechanical systems. CADD and/or GIS experience. Experience in Microsoft Project and equivalent software programs. Project Manager - $66,611-$84,929 Essential duties and responsibilities include: Project Initiation: Researches and provides project documents during the project planning phase such as existing facility and utility plans and existing conditions. Develops and creates the initial project scope documents requirements with end users and develops a rough order of magnitude budget and schedule. Prepares RFQs, reviews design proposals and contracts, and plans/construction documents including, ensuring compliance with City codes, regulations, and ordinances.2. Project Planning: Assures the project plans and specifications meet requirements. Reviews and resolves project conflicts. Prepares cost estimates, and negotiates contracts and amendments. Develops project schedule including design, bidding, and construction phases. Provides coordination between City, consultants, and contractors to deliver the project. Participates in the planning and construction of public infrastructure and the development of the City's Capital Improvement Program. Project Execution: Leads project development and design, administers contracts, and monitors project progress, including corrections to maintain scope, schedule, and project budget. Reviews and recommends payment to contractors' and consultants' invoices. Participates in Preproposal and pre-bid meetings, Bid Openings, and Pre-Construction meetings. Processes Requests for Information, Submittal reviews when necessary, and Cost Proposal and Change Orders as needed. Monitoring the Project: Conducts quality assurance during design and construction including review of project scope, and field observations on projects. Oversees contracts related to quality assurance such as professional services related to construction management and inspection, construction materials testing, testing, balancing, and equipment commissioning. Stakeholder and Communications management: Coordinates and communicates with co-workers, internal departments, citizens, developers, consultants, and other governmental agencies during the design and construction phases of projects. Coordinates project plans and required utility relocations with private utility companies (Electrical, Gas, Fiber optic, Telecommunications, etc.) Other related duties as assigned. Develops and creates the initial project scope documents requirements with end users and develops a rough order of magnitude budget and schedule. Prepares RFQs, reviews and negotiates design scope and proposals and contracts, plans/construction documents including, ensuring compliance with City codes, regulations, and ordinances. Project Planning and Design: Assures the project plans and specifications meet City and project requirements. Reviews and resolves project conflicts such as conflicting comments, and adjacent projects and develops a project communication plan. Prepares cost estimates, and negotiates contracts and amendments. Develops project schedule including design, bidding, and construction phases. Provides coordination between City, consultants, and contractors to deliver the project. Participates in the planning and construction of public infrastructure and the development of the City's Capital Improvement Program. Engages with right-of-way manager and consultants to acquire required easements and right-of-way in a timely way within the project schedule. Project Execution: Leads project design phase, administers contracts, and monitors project progress, including corrections to maintain scope, schedule, and project budget. Reviews and recommends payment to contractors' and consultants' invoices. Participates in and leads in Pre-proposal and Pre-bid meetings, Bid Openings, and Pre-Construction meetings. Monitoring the Project: Oversees contracts related to quality assurance such as professional services related to construction management and inspection, construction materials testing, testing, balancing, and equipment commissioning. Represents the City to the public, and answers inquiries from City Administration, City staff, and internal and external customers and stakeholders. Coordinates with other public entities including TxDOT, Travis and Williamson County, adjoining cities, neighboring water utilities, and/or CAMPO as appropriate; maintains familiarity with resource agencies including USACE, FWS, TCEQ, TDLR, and TPWD. Prepares submissions for City Manager and/or City Council approval; prepares and maintains project records, files, reports, and estimates; reviews and recommends for approval monthly invoices, pay estimates, and other billings for projects; maintains the status of budget for each project; develop, maintain, and seek to continuously improve the project development process, policies, and procedures. Qualifications and Skill Requirements: Formal Education: Bachelor's degree in Engineering, Architecture, Construction Management, or a related field from an accredited University. Relatable Work Experience: Five (5) years of related experience. Excellent communication skills in written, oral, and presentations. License or Certification: Engineer-in-Training, Professional Engineer, or Project Management Professional certification. Valid State of Texas driver's license with acceptable driving record. Preferred Qualifications: Municipal engineering experience, Project management experience, Supervisory experience. Professional Engineer, or Project Management Professional (PMP) certification is preferred. Knowledge of transportation, utility and building facility construction, and electrical and mechanical systems. Knowledge of construction plans, CADD and/or GIS experience. Experience in Microsoft Project and/or equivalent software programs Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. Benefits Overview: 10 hours of vacation leave per month, 3 weeks per year. 8 hours of sick leave per month, 12 days per year. Sick leave incentive pay- Employees are compensated in December each year for 25% of their unused sick leave accumulated during the preceding fiscal year. Medical insurance and benefits are provided at zero premium cost to the employee. 50% dependent health benefits premium contribution. Dental benefits are provided at zero premium cost to the employee. 24 hours of paid personal holiday leave each fiscal year. 10 wellness hours each fiscal year for eligible preventive and mental health services. Longevity pay of $8 per month begins with the first anniversary and will be paid on a separate paycheck in December of each year. Retirement plan includes a 7% contribution of an employee's gross salary to the Texas Municipal Retirement System (TMRS) with a City contribution match of 2 to 1 (14%) at retirement. Retirement eligibility requires 5 years of service at age 60 or 20 years of service at any age. Employees also have an additional retirement fund option to participate in a 457 plan. Long-Term Disability is employer-paid and covers 60% of the employee's salary up to $7,500. Military leave provides up to 15 days of paid leave per fiscal year for eligible employees. Education reimbursement assistance up to $5,000 per fiscal year. Employer-paid basic term life insurance policy two (2) times an employee's base salary, up to $325,000 maximum. 40 paid service hours are available to volunteer within our community. Up to 160 hours of paid parental leave to eligible employees following the birth of an employee's child or the placement of a child with an employee in connection with adoption, foster care, or other legal placement to care for and bond with the child.
